38% of Builders Cut Prices in September. The Average Cut Is Worth Sixty Basis Points to Your Buyer.

NAHB's September survey fell to 32, the lowest since September 2025, and 38% of builders cut prices, by 6% on average, while 66% offered other incentives. On July's $393,800 new-home median at twenty percent down and 6.95%, that cut does the same thing to the buyer's payment as a rate of about 6.35%. In Houston, pending sales fell 3.5% on the year while closings fell 11.5%.

The number that matters this week

The Fed and the ten-year got the attention last week. The figure that actually moves your resale came out the same morning, in the builders' own survey.

The NAHB/Wells Fargo Housing Market Index fell three points in September to 32, its lowest reading since September 2025. Current sales fell to 35, expected sales fell six points to 37, and buyer traffic sat at 23. In the South, the three-month average was 31.

The part that matters to a flipper is further down the release:

NAHB's chief economist put it plainly: confidence is at its lowest in a year "as tight lending conditions and elevated land, labor and construction costs persist." Builders are not cutting because they want to. They are cutting because their buyer traffic is at 23.

What a 6% cut is worth to your buyer

The new-home median in Census's July report was $393,800. Take 6% off that and the builder has given up $23,628.

Now look at it the way the buyer sees it. At twenty percent down on a thirty-year, with Freddie Mac's survey at 6.95%:

So the average builder price cut is worth about sixty basis points of mortgage rate to the buyer. Two thirds of builders are also offering an incentive on top of that. The ten-year would have to fall a long way to give your buyer the same deal, and last week it went the other way.

The same maths works at any price. On the Houston resale median of $330,000, a 6% cut is $19,800, and it is worth the same sixty basis points.

That is who your renovated house is up against when a builder is selling inside the same school zone. The seller of a resale on a three percent note is not going to cut six percent. The builder already has.

Houston: buyers are still signing, just not closing

HAR's August report is still the current one. Single-family closings came in at about 7,100, down 11.5% on the year. The median was $330,000, down 1.5%. There were 38,947 active listings, 5.3 months of supply, and homes sat 54 days against 52 a year ago.

The line most people skip is pending sales: 7,939, down only 3.5%. Contracts fell about a third as much as closings did. Buyers are still writing offers. Fewer of them are reaching the closing table, which is what a payment problem looks like.

NAR's national pending index for August points the same way: up 0.3% on the month, down 4.7% on the year. NAR's chief economist said buyers "steadily entered into contracts in August even though mortgage rates increased."

Townhomes and condos are a different market. HAR shows 8.8 months of supply and a median of $195,000, down 7.1% on the year. If your exit is a condo, you are selling into almost nine months of competition, and it shows in the price.

The rate backdrop, briefly

The ten-year closed Friday at 5.01%, from the Treasury's daily curve. It started September at 4.79%. Freddie Mac's survey was 6.95% last Thursday. Sunday's brief has the full week, including what the move did to the price a Houston buyer can reach.

Keep the two numbers side by side. A builder's 6% cut buys the buyer about sixty basis points. The ten-year added twenty-two basis points in three weeks. The builder is the bigger force on your exit price right now.

Costs: materials and the roof

The Bureau of Labor Statistics' index for goods going into residential construction rose to 348.993 in August from 345.804 in July. That is about 0.9% in a single month. A repair budget written in the spring is already behind.

On insurance, Governor Abbott's 24 August directive said the average Texas homeowners premium has risen 79% in six years. He told TDI to require insurers to credit FORTIFIED roofs, and to stop insurers refusing or non-renewing a policy because of the age of the home or its roof. TDI's recommendations were due on 14 September. We have not seen them published yet.

For anyone buying older Houston housing stock, the roof-age piece matters most. An older roof has been a reason for an insurer to say no. If that changes, the cost to insure a pre-renovation house could change with it. Until TDI actually acts, price the insurance you can get quoted today.

The week ahead

What this changes on a file

Fix and flip. Before you set an after-repair value, look for new construction within a mile. If a builder is selling nearby, take his price, less 6%, and assume he is paying some of the buyer's rate. That is your real comparable, not last spring's resale.

Ground-up construction. If a spec pro forma was built on list prices from the spring, cut the exit price by the same 6% and see if it still works. Builders with far more buying power than yours are already doing it.

Rentals. None of this touches the rental takeout directly. That is still tied to the ten-year, and it closed Friday at 5.01%.

The deal calculator takes the exit price and the rate as inputs. Rerun the file against a builder-adjusted after-repair value before the offer goes in.
